The Competency Levels
Level I – Data Collection Competency
This function focuses on the execution of technical tasks, including:
- Inspection and Preventive Maintenance (IPM)
- Electrical Safety Testing (EST)
- Performance and functional testing
- Measurement and data recording
Personnel in this function:
- Work strictly in accordance with approved test procedures and standards
Level II - Procedure Development and Validation Competency
This function focuses on technical judgement and evaluation activities supporting compliance decisions, including:
- Review and analysis of test results
- Evaluation against acceptance criteria
- Verification of reports and records
Personnel performing verification:
- Must be independent from the original testing activity where practicable
Level III - System-Level Competency and Governance
This function focuses on system-level control, not routine testing, including:
- Supporting the establishment, review, and continual improvement of verification frameworks
- Ensuring impartiality and ethical compliance
- Conducting technical audits and reviews
- Oversight of trends, systemic risks, and recurring failures
This role is critical in preventing:
- Self-verification
- Non-standard practices
- Procedural drift
- Competency dilution
