What are the competency levels
LEVEL I Competency: Data Collector
Role and Scope:
Individuals at this level serve as the foundation of the assessment process. They are trained to perform data acquisition during calibration and testing activities. Their focus is on accuracy, consistency, and proper documentation of raw data.
Core Competencies:
Operate testing and measurement instruments under guidance.
Collect and record test results, parameters, and environmental conditions accurately.
Follow prescribed standard operating procedures (SOPs) and safety protocols.
Maintain proper documentation of calibration or verification data for review.
Report anomalies or irregularities to the verifying personnel (Level 2 or above).
LEVEL II Competency: Verifier
Role and Scope:
This level focuses on verification proficiency and technical judgment. Verifiers are responsible for reviewing data collected by Level 1 personnel, ensuring the results align with standards and defined tolerances. They are also trained to design or verify testing procedures specific to different types of medical equipment.
Core Competencies:

Interpret and validate collected test data for consistency and reliability.

Ensure procedures are performed in accordance with MEA verification standards.

Identify sources of measurement error and apply corrective actions.

Develop or verify test procedures for calibration and performance assessment.

Evaluate the competency of data collectors and provide technical feedback.

Prepare verification reports for submission to the approval level.
LEVEL III Competency: Approver
Role and Scope:
The Approver level represents the highest stage of competency within MEA’s framework. Professionals at this level are authorized to evaluate verification procedures, ensure full compliance with MEA and international standards, and issue formal approval for calibration and testing documentation.
Requirements:
- Level II competency in Verification and at least one Electrical Safety Testing.
- 5 approved procedures.
- Endursement by the the (CAC) Competency Assessment Council.
Core Competencies:
- Assess verification procedures, test results, and uncertainty analyses for conformity.
Ensure compliance with relevant national and international standards (e.g., IEC, ISO).
Make final technical decisions regarding acceptance, rejection, or re-evaluation of test procedure.
Provide expert guidance in proficiency development and technical audits.
Approve and endorse calibration or verification certificates under MEA oversight.
